網路已深入經濟、科技及社會等領域之發展，如何在實體世界與網路世界快速相互融合環境下，對網路衍伸之複雜議題，提供有效的創新解決機制，是建立數位國家良好治理 (good governance) 的先決條件。因此在網路治理議題層出不窮時，要兼顧網路安全 vs 隱私保護、言論自由 vs 保護公共秩序的同時，又要能快速取得各種利害關係人間的政策平衡(Policy balancing)，將持續面臨激烈挑戰。本報告嚐試思考有效的多元利害關係人模式是否是可能的解決方案。預計包括下列內容:

1. Scope of Internet Governance Issues
2. Common mechanisms of MultiStakeholders Model(MSM)
   (Stakeholder identification, common goals, governance structure, conflict type, social power, …)
3. How to make MSM more effective
   (Transform mindsets, work with power, deal with conflict, promote collaborative leadership, foster participatory learning…..)
4. Examples of applying MSM on IG issues
